What is a TD1MB (Manitoba Personal Tax Credits Return)?

The TD1MB is a form issued by the Canada Revenue Agency (CRA). It is also referred to as the “Manitoba Personal Tax Credits Return.” It is designed for internal organizational use and must be completed by every employee that receives monetary compensation for their activities, with the exception of individuals that work a second job and have already submitted a form to their primary employer, who will be responsible for processing applicable tax credits. 

If you are an employee starting a new job, you will likely need to fill out a TD1MB. If you are an employer, you are required to provide all members of staff on your payroll with a link to a webpage where they can download the form. It is your responsibility to store employee information, in accordance with relevant data protection regulations, and use it when conducting payroll tasks to calculate how much tax to deduct from your employees’ earnings.

How does a TD1MB differ from a generic TD1?

A TD1 and a TD1MB are two different types of forms, although you will need to fill out or distribute both in your capacity as either an employer or an employee. Both documents are issued by the CRA, for the purpose of enabling organizations to collect tax information.

A TD1 form is a “generic” federal tax form completed by all Canadian citizens in employment. It is used to calculate the amount of federal tax owed on regular income. In addition, individuals must also pay provincial taxes. For this reason, province-specific forms are also issued by the CRA. In the name TD1MB, “MB” stands for Manitoba. Other provincial forms have different acronyms, such as TD1ON for Ontario and TD1AB for Alberta. 

Employees, in particular, should keep in mind that TD1 forms, whether federal or provincial, are not exhaustive in terms of covering tax entitlements. Certain people may need to fill out additional forms, such as the T1213. Moreover, some forms must be submitted directly to the CRA rather than an employer.

Who should fill out a TD1MB?

It is important to fill out TD1 forms (including a TD1MB) if you are required to do so. Failure to submit relevant documentation can result in large fines of up to $2,500. 

You do not need to fill out a new form every year if your tax credit entitlements don’t change. Keep in mind that TD1 forms are designed for internal organizational use. Your employer uses the information provided to calculate how much tax should be deducted from your regular earnings. You will have an opportunity to reclaim any overpayments or declare unpaid tax when you submit your annual tax return directly to the CRA. 

Generally speaking, you should fill out a TD1MB if one of the following criteria applies:

  • You have started working for a company (or other organization) and will be paid for your work.
  • You can claim tax credits that you weren’t previously entitled to. This will most typically happen if you reach retirement age, become responsible for dependants, or start caring for a relative. 
  • You move to Manitoba from another province. In this case, you will be entitled to a new set of province-specific tax credits. 
  • You wish to increase the amount of tax you pay on earnings from a specific employer. It can sometimes be useful to do this. If, for example, you have two sources of income, you will need to declare untaxed earnings when you submit your tax return. Instead of paying a lump sum, you can instead opt to “overpay” throughout the year.

What are the tax credits for Manitoba in 2021?

The tax credits for Manitoba in 2021 are as follows:

  • Basic personal amount – $9,936
  • Aged over 65 with net income lower than $27,749 – $3,728
  • Pension income amount – $1,000 (or full pension amount if it is lower)
  • Disability amount – $6,180
  • Spouse or common-law partner amount (if you are supporting them) – $9,134 minus their income
  • Caregiver amount for related dependant earning $12, 312 or less – $3,605
  • Amount for infirm dependents aged over 18 earning $5,115 or less – $3,605
